The SCP Foundation Union (SFU), informally known as the Eastern European Union or the Intermarium, is a federative real union of 13 member states in Europe. The SCP Foundation is integrated into the SFU’s federal government, with the two often operating as a single entity. The Foundation’s leadership is functionally considered the supreme power within the union. The SFU maintains a sui generis status as a polity; while its member states are granted a high degree of autonomy that let them operate relatively freely on the world stage, the union itself is considered a sovereign entity under international law with authority over its members. Warsaw is the executive capital, Vienna is the legislative capital, and Rome is the judicial capital alongside being the largest city.
The SCP Foundation was born out of a desire to maintain the balance of power in Europe, specifically the region’s anomalous affairs. However, the Foundation began to desire recognition as a more conventional European power rather than simply a paranormal one, as Europe widely favored restricting anomalous organizations from what was afforded to regular powers, such as recognized sovereignty and colonization rights. However, after the organization began to involve itself in the European colonization of China after the Qing Anomalous Crisis, many began to see it less as a distinctly anomalous power and more as a unique entity acting as a bridge between the mundane and anomalous worlds. As such, it began to attain individual sovereignty, conventional political power, and even colonial possessions.
Following the conclusion of World War II, the weakened Soviet Union lost a short struggle with the Foundation for influence in Eastern Europe, with the organization quickly establishing puppet regimes in the states it overtook in a desire to mold them in its image. Other weakened regimes were also taken by the Foundation under the pretense of assisting in reconstruction. Each country was slowly integrated into what would become the SFU, existing as an informal union for multiple decades. In 1962, the SCP Foundation Union was officially established as a sovereign entity, quickly becoming the dominant singular power in Europe. The Western European Union accelerated its desires to expand, rapidly evolving into the modern European Union in order to rival the SFU. The Soviet Union also rose as a rival after focusing on retaining stability. As modern Europe is dominated politically, economically, and socially by the European Union, SCP Foundation Union, and Soviet Union, the time period since World War II has often been dubbed as the Era of Unions.
The SCP Foundation Union has commanded a larger citizenship system that has replaced individual citizenship of its members as of 2008. Each state has an individual passport, though they are under a unified system. The Intermarian dollar was introduced in 1978 as a shared currency and has been maintained since. As a singular entity, the SFU maintains the largest individual economy in Europe, followed by the EU and the USSR. It is the third largest economy on Earth after the United States and China. The SFU itself and all of its individual member states are within the United Nations, though the union's membership is typically treated as a de facto seat for the SCP Foundation. Due to its resources, economy, and influence on the wider world, the SFU is widely considered to be a superpower.

Origins (1648–1823)
The modern European anomalous world and the existence of the Veil is thought to have been first formally attested to in the Treaty of Bavaria, the anomalous component of the Peace of Westphalia. The treaty established the idea that European nations had sovereignty over anomalies within their territory, but they should be hidden from the public and not be used for warfare. While there was no formal unifying authority over the anomalous at this point, the Papacy decreed that the people of Europe were not ready to accept the paranormal and would be quick to use it to engage in idolatry, with multiple Popes authoring papal bulls which formulated how the Roman Catholic Church felt the anomalous should be treated. Generally, the papacy felt that the anomalous should be hidden from the average civilian, but not destroyed, as, despite everything, they were still God’s creations. Every Catholic nation in Europe considered the word of the Pope to be their *de facto* position on the anomalous. This position was not one strictly limited to Catholicism, or even Christianity, with similar reasons being cited in several Islamic states to also restrict the anomalous, such as within the Ottoman Empire. Overall, regardless of creed or allegiance, nearly every European nation had some reason they did not want anomalies known publicly to their people, and it was in that shared interest some found opportunity.
After the Congress of Vienna defined Switzerland’s neutrality in 1815, some countries began to feel like the confederation was the only place where their anomalies could be adequately protected both physically and politically. While nearly every state had its own dedicated paranormal organization in line with their beliefs regarding the anomalous, the movements for balance between the European powers meant that many in various governments began calling for removal of anomalies from government possession altogether in order to prevent any foul play. To this end, the Red Contingency was founded by Swiss nobleman Fritz W. Castella de Berlens, commonly known as Fritz Williams, who made a name for himself fighting anomalous entities. The Contingency was the earliest incarnation of what would become the SCP Foundation, being the first modern officially-recognized international organization dedicated to preservation of the Veil alongside the containment and study of anomalies. The Contingency was relatively disconnected from Switzerland itself, operating wholly separately from its government. During the American Revolutionary War, Williams controversially supported the American Secure Containment Initiative, a breakaway organization from Her Majesty’s Foundation for the Secure Containment of the Paranormal (HMFSCP), and invited the relatively disorganized organization a chance to join the Contingency, which it gracefully accepted. However, as the organization was small and in its infancy, it was now almost completely dominated by the Americans.
Though still nominally one organization, this led to informal American and European sides of the Contingency to form, with the divide between them rapidly becoming clear. The European side of the Contingency did what the organization was arguably designed for initially: regulating and containing anomalies from European powers while preventing their use in warfare. However, the American side became more focused on the actual studies of the anomalous. This greatly interested Fritz Williams, who moved to America to oversee the American side of the organization, leaving British paraphysicist Aaron Siegel behind to lead the European side in his stead. Siegel had increasingly professed a desire to become part of the American division’s leadership, since, while he did have a considerable amount of ideological support for maintaining the stability of the European powers, his interest in the anomalous had always been more about the science, though Williams refused, believing he was better suited to the European division, believing that a British man trying to lead the group of Americans would only lead to resentment, especially so soon after the War of 1812. Siegel was enraged at the development of Williams leaving him behind, though initially remained optimistic that he could try to steer the European side of the Contingency closer to his vision. This gradually fell apart, however, as more and more resources began to be siphoned by the American side of the organization under Williams’ order, leaving little behind for Siegel to engage in anything beyond the organization’s political and containment aspects. At some point during this period, both Williams and Siegel drank from SCP-006, making them biologically immortal, though when exactly remains unclear.
In 1856, Siegel had had enough of perceived slights from Williams and defected from the organization with a small group of loyalists, who still operated under the name “Red Contingency”, believing it was their right to use it. Williams, having been far more engrossed in the science rather than political side of things for decades now, cared little about the name, changing the name of his organization to the SCP Foundation, marking what most consider to be the founding of the modern organization. Siegel’s Red Contingency began to engage in various proxy wars with the Foundation, though were outmatched in resources and personnel. However, in Williams’ rapid obsession with the anomalous sciences and his redevelopment of the American side of the former Contingency for doing so, he had unknowingly become wholly dependent on Siegel’s leadership of the European division for the organization’s political infrastructure, crippling its support in Europe and eventually voiding several treaties arguably fundamental to its current operations. As such, Siegel’s Red Contingency began to see some limited support from European powers in the face of its overwhelming inadequacy against the SCP Foundation, granting it resources and shelter while the Foundation did its best to pick up the shattered pieces of its once-integral place in international law.

Qing Anomalous Crisis

During the era dubbed the "century of humiliation", the Qing dynasty was plagued by various issues, famously including territorial losses and interference from colonial powers. In the anomalous world, things were no different, with the Chinese state being affected by various anomalous crises in rapid succession. As they had already been for centuries, China's anomalous affairs were managed by the Abnormality Institute, though this was more of a nominal position at this point in history. Previously a prominant organization on the world stage considered a major rival of the once supreme Portuguese Council of the Paranormal, the Institute had long since decayed into a shell of its former self. While the organization's loss of influence could previously be attributed to natural elements, the tension within the Institute came to a head during the Taiping Rebellion. Some within the Abnormality Institute chose to align themselves with the Heavenly Kingdom, starting an Occult Civil War which ripped apart the once-prosperous anomalous community. The hidden Kingdom of Danzhou was torn apart and Xu Fu was killed by insurgents armed with anomalous artifacts.
Though the Heavenly Kingdom and its arm of the Institute were eventually beaten, the internal conflict left the organization and its home ripped apart. Fractured and directionless, it was barely able to function beyond serving as an advisory body for the government. Historians agree it likely would have eventually been able to recover if not for the Daevite refugee crisis of 1845, in which a sudden convergence of Nalka managed to push out the remaining Daevites in Siberia and expel them from their ancestral homelands. Still devoted to stories of Aoaria, the Daevites compelled the Russian Empire's principal anomalous authority, the Tsars' Seers, to send them to China under the protection of the Institute. Already stretched incredibly thin, but bound by multiple treaties with the Tsars' Seers to do so, the Institute attempted to house the Daevites in refugee camps with government funding until they could come up with a more permenant solution.
Various Mekhanite assemblies, descendents from the original Xia Anomalous Culture Group, were displeased with the idea of Daevites entering China, and demanded the Institute expel them somewhere else. The Institute always remained at considerable odds with the assemblies, with direct religious persecution being common at the organization's height. Relations had cooled somewhat in the past few decades, with the Institute attempting to foster policies of peaceful coexistence through granting Mekhanite communities self-governing communities to live in. The Abnormality Institute refused to expel the Daevites, reigniting conflict between the two sides. Several weeks later, fed up with the Institute's inaction, Mekhanites raided the refugee camps and began to ransack many of the organization's safehouses. As their technology was superior than anything either the Institute or the government could throw at them, they were forced to rely on European powers to solve the problem. The SCP Foundation was alerted to the crisis and sent several Mobile Task Forces to China to handle the Mekhanites and diplomats to determine what should be done with the Daevites. The Mekhanites continued targetting Institute facilities across the Qing Empire, was eventually decided that the Daevites would be granted housing in British Hong Kong in exchange for monthly payments from the Foundation.

Adding to the existing strife in the Chinese anomalous world, the two Opium Wars invited anomalous organizations of European powers, primarily operating from the enclaves of Hong Kong and Macau to easily take the remaining anomalies from the Institute that the Mekhanites couldn’t. Some members of the Institute, believing their organization was unsalvageable, defected to the colonial powers who operated the aforementioned territories, forming the basis of what would eventually become the Zero Team of the Royal Hong Kong Police (later reorganized into the Abnormal Constituency Police Department) and the Abnormal Bookmakers Association (later reorganized as an arm of the Macau Gambling Inspection and Coordination Bureau). For all intents and purposes, the Qing dynasty had lost the ability to manage its own anomalous affairs, rendering them subject to the whims of the organizations aligned with the invading powers. This came with two major issues: the invading powers made little effort to organize their practices, leaving the preservation of normalcy in the region incredibly sloppy, and the risk of increasing the already extreme tension between China and its opposition.

In the First World War (and the Sixth Occult War), the SCP Foundation, politically neutral for most of the conflict, faced increased danger of a Broken Masquerade Scenario from both the German Empire, who planned to utilize anomalies in order to secure the victory of the Central Powers, and the October Revolution, where the Bolsheviks also planned on using aquired anomalies to overthrow the Russian Empire and bring about a communist regime. The Foundation managed to quell the situation in Germany, ending the conflict swiftly. The October Revolution, however, was successful, but the Russian Empire manages to survive as a Foundation-aligned rump state on the island of Sakhalin. Under the nose of the Foundation, Greece suddenly falls to a pro-Mekhanite movement (becoming the Holy Mekhanite Empire), which they are unable to divert any of their already-strained resources to combat. The Foundation brokers a quick truce with the state to keep a tenuous peace until it has the resources to orchestrate a coup. Germany, heavily suffering from its war debts and increasing political extremism, is transformed into the so-called "Sceipar Republic", a totalitarian regime under a puppet government overseen by the Foundation. This government cedes land to other nations in order to pay off the war debts, drastically decreasing Germany's territory. The country itself effectively becomes the Foundation's backbone for the next few decades, housing many of their containment facilities, providing most of its D-Class (via imprisoned extremists), and letting them make profit through the government. For the average German, the financial situation is horrific, though the country's economy remains fairly stable.
